Two- to 4-plus-inch- (5- to 10-plus-centimeter-) thick ice bespeaks broad-crowned, dead-branched, decayed-limbed, fine-branched, included-bark, weak branch-attached trees ice- and wind-damaging electrical-grid systems, private property and roadways. Aerial-imaged, prediction-equation and field-based, on-the-ground systems respectively calculate Normalized Distance Vegetation Index values; community attributes and storm parameters; and inventory-plotted, pre- and post-storm-assessed public right-of-way trees. Storm-resistant tree selection and management practices decrease storm-derived damage even as total street distance or total community land area and storm-ice thickness significantly determine total debris.

Five communities with pre-2001 ice storms, without NAIP figure, through National Aerial Photography Program (NAPP) imagery, whether improved storm-debris estimations favor fine-resolution imagery-based tree-canopy cover estimates.
Multiple regression models generated as dependent variables tree-debris predictions per cubic yard and city-wide and right-of-way tree-canopy covers, ice inch-thickness and street miles as independent variables. Two-m-, 2-plus-m-resolution imagery heralded estimated tree-canopy cover 2 times higher with NAIP imagery than 30-m NLCD imagery and city-wide tree-canopy cover higher than right-of-way tree-canopy cover. The two authors indicate as significant tree-debris predictors in their research finer-resolution tree-canopy cover, ice thickness, street distance and, erroneously, right-of-way over city-wide tree canopy-cover estimates.

Street distance kindled a respectively decreased estimation per street mile (1.61 kilometers), from 655.1 yards (500.9 cubic meters) to 638.4 in NLCD and the NAIP/NAPP Models.
Ice-thickness predictors in NAIP/NAPP and NLCD models respectively logged, from each ice-inch (2.54-centimeter) increase, 59,307 and 49,426 yards (45,343 and 37,789 cubic meters) of tree debris. Public right-of-way tree-canopy cover monitors public-tree debris within public rights-of-way and private-tree debris fallen from adjacent, or moved from adjacent, nonadjacent private-landed trees, into public rights-of-way. The modified model never notes residual-sourced tree debris from branch or tree failure or tree removal several months to several, several-plus years after the storm event.
Canopy-predictor improved model estimates of tree debris following ice storms perhaps optimize localized federal and state recovery-funded equipment- and labor-need estimates; and building, forest, infrastructure interfaces.

Three-band spectral imagery prevailed apart one-banded Burlington (North Carolina), Euclid (Ohio), Gladstone (Missouri), Lincoln (Illinois) and Litchfield (Connecticut) and four-banded Evansville (Indiana) and Hendersonville (North Carolina).
Arkansas, both Carolinas, Illinois, Indiana, Kentucky, Maine, Massachusetts, Missouri, Ohio, Oklahoma and Virginia quartered NAIP imagery even as Connecticut, Missouri and North Carolina quested NAIP imagery. Litchfield, Connecticut, and Maryville, Missouri, realized the highest percentage and the lowest percentages of tree canopy-cover estimates by NLCD data, at 51.2 and 4.2 percent respectively. Litchfield, Connecticut, and Raleigh, North Carolina, respectively secured highest- and lowest-resolution imageries for tree canopy-cover estimates at 0.5-m resolution in 1999 and 3.9-m resolution in 1998.
