The Hawaii Five-0 2010 active police procedural television series episode On the Slope of the Cliff, Not One Jutting Rock Is Hidden from Sight Oct. 19, 2018, addresses black-marketed Hawaiian beach sand.
Director Ron Underwood and writers Talia Gonzalez and Bisanne Masoud broach illegal bioerosion in Season 9's fourth episode, A'ohe Kio Pohaku Nalo i Ke Alo Pali. The series' 197th episode overall considers criminal carry-outs of black, green, red, white and yellow sand and contradictory consequences for Hawaii's beach ecosystems and tourist industry. House Bill HB0017 HC1 SD2 (SSCR 1332) Relating to Coastal Areas April 30, 2013, discontinues daily maximum allowances of one-gallon (5.79-kilogram) carry-outs of sand per person.
Subsection 205A-44 coastal zone management prohibitions exist for "mining or taking of sand, dead coral or coral rubble, rocks, soil, or other beach or marine deposits."

The coastal zone management section 205A's subsection furnishes exceptions for shoreline materials "inadvertently carried away on the body, and on clothes, toys, recreational equipment, and bags."
Sand gathered from clearing drainage canals and pipes and stream mouths and "placed on adjacent areas unless the placement would result in significant turbidity," gets exempted. Similar exemptions hold for sand from county- and state-maintained clearing of shoreline areas if "placed on adjacent areas unless the placement would result in significant turbidity." They include sand from Constitutionally permitted, legally authorized "exercise of traditional cultural practices" and in "response to a public emergency or a state or local disaster."
The 2013 Hawaii Revised Statutes' prohibition subsection on Hawaiian beach sand judges as similarly non-prohibitive "the taking of driftwood, shells, beach glass, glass floats, or seaweed."

The prohibition subsection under Title 13 on planning and economic development keeps Hawaiian beach sand protected from disfiguring, disruptive, intrusive shoreline-area structures since June 22, 1970.
Kamekona Tupuola's (Taylor Wily) mobile restaurants likely landed a "building permit, board approval, or shoreline setback variance" before June 16, 1989, and lie outside shoreline areas. They must not mangle "beach processes or artificially fix the shoreline and do not interfere with public access or public views to and along the shoreline." Hawaii coastal zone management program-defined shorelines nestle at "the edge of vegetation growth, or the upper limit of debris left by the wash of the waves."
Legal protection optimally occurs for Hawaiian beach sand up through the uppermost reaches of island shoreline areas by non-seismic, non-storm, season-highest wave wash at high tide.

Five-0 task force responsibilities push Steve McGarrett (Alex O'Loughlin) and Danno Williams (Scott Caan) along black-, green-, red-, white-, yellow-sanded shorelines for black-marketed Hawaiian beach sand.

Lava-rock, pebble and sea-glass black-marketers scout Isaac Hale Beach, Mackenzie State Recreation Area and Kaimū Beach Parks, Big Island; Pebble Beach, Big Island; Glass Beach, Kauai.
Black-marketed Hawaiian beach sand thickens Hawaii Five-0 case loads, threatens Kamekona's beach businesses and turns full-blown islands into downgraded islets and tropical tourists into truculent travelers.
