Utility industry vegetation manager John W. Goodfellow begins utility tree risk assessment (UTRA), non-utility assessment-unlike, with target strike in non-severe weather before tree or tree-part failure. UTRA-calculated conductor distance, likely-fall direction, overhead-line height, target protection and tree height cull high-likelihood impact of target-ward, unprotected fall and medium-likelihood impact of unanticipated, unbiased fall. Low-likelihood impact demands slight line-strike chance despite lean away from utility target even as very low-likelihood impact describes remote-chance fall-direction away, or long-distanced, from utility targets.

Defects, normal-condition anticipated loads, response-growth and structural conditions along with risk-assessor training, education and experience, site conditions and species-failure profiles entail a failure-likelihood, normal-weather time frame.

Some trees reveal more than one failure-mode location or manner, whereby overall tree-risk rating recognizes the greatest-risk failure-mode, failure-target combination, even as no tree remains risk-free. Acceptable risk straddles defined, disproportionate-cost, disproportionate-effort, disproportionate-time thresholds set “as low as reasonably practical” (ALARP) by such factors as controlling-authority tolerance and utility vegetation manager budget.

Utility tree risk treats overhead-infrastructure utility-target type, target-strike likelihood, tree-failure location or way, failure-likelihood time frames, failure and impact likelihood, failure-mode and target consequences and ratings.

Utility tree risk assessment addresses such targets as conductors and distribution and transmission lines. It then adds tree-failure likelihood and the aggrieved consequences of the aforesaid interactions.
