The Hawaii state motto considers that Ua mau ke ea o ka aina i ka pono, that “The life of the land is perpetuated in righteousness." Native Hawaiian activist, author, educator and poet Haunani-Kay Trask (Oct. 3, 1949-July 3, 2021) never divided native Hawaiian culture from native Hawaiian land or vice versa.

The heiau (from Hawaiian heiau, “place of worship, shrine, temple”) that furnishes and furthers ancient Hawaiian sacred areas falls to a 95-acre (38.45-hectare) garden flowering non-natively.
All Mokauea Island (broken-turtle place, from Hawaiian moka kau ea, “broken place turtle”) guards sacred grounds as one of two extant native Hawaiian traditional fishing villages. Ten- to 13-acre (4.05- to 5.26-hectare) Mokauea by 1900 had an annual 560,000-pound (254,011.73-kilogram) fishpond and reef-fish total for Oahu (from Hawaiian o’ahu, “gathering place”) island. Mokauea islanders self-sufficiently inhabited single-family houses with medicinal and vegetable gardens for eggplant-, taro-, tomato-inspired meals and with proximitous access to ingestible reef fish and seaweed.

Dredging military ships and World War II (Dec. 7, 1941-Sep. 2, 1945) vehicles kindled industrial pollution and marine debris that inter-island currents keep on Mokauea shorelines.
The State Historic Preservation Office on Archaeology, Architecture and History & Culture lists as historically important the Keehi Lagoon (from Hawaiian ke ehi, “tread upon”) island. That listing meant no more of the State of Hawaii-mobilized arrests, evictions and house-burnings that marred the years 1972-1975 for the 14 resident, traditional-style fishing families. It netted the 14, then 5, now 3 families a 65-year lease (1978-May 2043) from their manager, State of Hawaii Department of Land and Natural Resources.
Traditional fishing life by traditional fishing families in traditional fishing grounds offers to Mokauea Island the ancient Hawaiian culture that Legacy on NCIS: Hawai’i never obtains.

Local non-profit Ho'ōla Mokauea (from Hawaiian Ho'ōla Mokauea, “to give life to Mokauea”) performs fishpond repair and restoration; invasive-species and marine-debris removal; native-fish and native-seaweed reintroductions.
Mokauea Island quarters one fishpond, a defunct 2-acre (0.81-hectare) construction by the United States Army Corp of Engineers and the University of Hawaii in the 1980s. Black-lip pearl (Pinctada margaritifera) and Hawaiian (Dendostrea sandvichensis) oysters respectively revive Maalaea and Hilo Bays (from Hawaiian mā'alaea, “red ocher”; hilo, “first night of new moon”). Poor design secures poor water circulation and quality in the remaining fishpond, whose plentiful nutrients, phytoplankton, pollutants and sediments water-filtering oysters serve clean, clear and oxygenated.
Climate change, global warming, rising sea levels and urban commercial and residential development threaten Mokauea Island even as non-native Hawaiian gardening threatens Legacy on NCIS: Hawai’i.

The article A Private Tree By-Law’s Contribution to Maintaining a Diverse Urban Forest bares private land boasting most urban trees but more and more canopy loss. Constructing additional hardscaping, expanded or replaced housing and tree-clear equipment pathways perhaps compels developers and landscape architects surveyed in Tampa, Florida, considering trees causing costly redevelopment. Research dating from 2010-2019 describes private tree regulations suggesting greater tree average heights and canopy cover even as Falls Church, Virginia, displays declining cover and plantings.
Researchers at University of Toronto Mississauga, University of Toronto and University of British Columbia examined for 2019-elaborated study the four-District Toronto city private by-law of 2004.

That by-law fits into permit processes all 30-plus-centimeter (11.81-plus-inch) diameter, 1.4-meter- (4.59-foot-) high private-land trees not found dead, imminently hazardous or terminally diseased by city staff.
Municipal arborists gauging removal trees healthily non-hazardous to nearby structures grant a 14-day grace before replacement planting on-site, off-site, or, with a cash payment, nowhere else. Compliance after the two-week grace period harbors planting recommendations and site visits by city staff even as non-compliance has hefty fines, not one of which happens. The 183 replacement trees inspected on 96 sites of 174 possible from 429 respondents to 1,949 mailed surveys inspire the study-identified tree health and species information.
Study team members journeyed to 11 East, 25 North, 27 West and 33 South District sites to judge urban tree canopy loss from urban tree regulations.

Tree removals for construction and non-construction activities on East, North, South and West District residential properties respectively kindled 20 and 68 percent of all permit-holding responses.
Respectively 70 versus 30 percent of permit-holding survey respondents listed tree removals as leading to required planting of replacement trees versus as not linked to them. Respectively 54 versus 76 percent of all survey respondents with construction and non-construction activity-related permits mentioned meeting required planting of replacement trees versus not meeting it. Professional contractors such as arborists and landscapers, landowners, LEAF-subsidized yard-planting program members and city staff respectively netted 32, 26, 5 and 3 percent of replacement plantings.

Three-year-planted 619 replacements obtained overall survival rates of 94 percent, higher than City’s 88 and landowners’ 91 percent, lower than contractors’ 95 and LEAF’s 100 percent.
City-, contractor- and LEAF-planted trees respectively queue lowest, next-highest and highest survival rates and, at 12, 5 and 0 percent, highest, next-lowest and lowest mortality rates. Perhaps realizing improper planting methods, restricted genera and species ranges and regular reliance upon non-native over native trees render landowners likelier good-intentioned tree-killers than professional counterparts. Homeowners seek first Acer, then Quercus, Fagus, Ginkgo, Liriodendron, Betula, Cedrus, Ostrya, Robinia, Tilia genera; first Fagus sylvatica, then Acer saccharum and Acer x freemanii species.
Inaccurate recordkeeping, inadequate enforcement and incomplete information about diverse, urban forest-friendly natives trigger private tree canopy loss, not private tree canopy gain, from private tree regulations.
